The need for developing business and information technology skills has been recognized by the BiH Government, higher-education students, employers and employees, creating a demand for training services that has induced fast growth in numbers of training providers within BiH. New technologies, new management methods, modernization of products and opening to new markets, make knowledge and information the basis of the professional and business success.

There is an evident need for constant self-improvement, equally for employees in SMEs (Small and Medium Enterprises, hereinafter referred to as SMEs) and Public Administration (especially in the light of European integrations processes). Improvement of workforces’ skills and knowledge builds competitiveness of local enterprises in international and local market, while processes of transforming the local governance models into business friendly and harmonizing them with the norms of the European Union demand for highly qualified employees in Public administration.

People who embrace lifelong learning constantly acquire new skills and train for new challenges; this makes them more adaptable to demands of the fast changing working environment. However since education of employees demands a significant engagement of both employers and employees, and often goes on account of other activities, this problem can be minimized trough providing the education any time, any where at participants’ own pace. Law on adult education will enforce the need for establishing an accreditation and certification system of these education programs regardless of the delivering mode (in classroom or online), and it will also equalize validity of both delivery modes.
